» Introduction

The Brazilian Development Bank - BNDES is a federal public company that has as an objective the contribution towards the Country's economic and social development. This characteristic increases the degree of responsibility of its administrators and employees with regards to the fairness and transparency in the execution of the Institution's business.

The ethical principles and norms of conduct include in the Professional Code of Ethics of the Civil Public Servant of the Federal Executive Power, approved by Decree no. 1,171, of June 22, 1994, in the Code of Conduct of the High Federal Administration and in this Code apply to all administrators and employees of the BNDES and its Subsidiaries, BNDES Participações S.A. - BNDESPAR and "Agência Especial de Financiamento Industrial" [Special Agency for Industrial Financing] - FINAME.

Ethics consists of the behavior ideal (moral conduct) that guides the human being, with regards to his equals, when deciding between good and evil (the fair and unfair, the convenient and inconvenient, the opportune and inopportune, the honest and dishonest), seeking a common good, honor and tradition of public servants. Ethics are the framework of the Institution, comprising the Company and its employees. 

The moral conduct in society and the company are, at times, unperceivable. The daily concerns with efficiency, competitiveness and profits may not prevail over Ethics. The moral behavior guides the purport of decisions (what should be done) and the process for the decision making (how it should be done).

The employee, in his activities, should observe the Company's internal regulations and the code of ethics of the professional category he is related to. When faced by an unforeseen situation, he should always establish a balance between conduct and the ends of his behavior, in a way to consolidate the morality of the administrative action.

The ethical commitment of the employee and the ethical behavior of the Company for which he works are intrinsic. The BNDES - as the indirect Federal Public Administration entity - and its employees must obey the principles of legality, impersonality, morality and publicity.

The BNDES maintains an adequate work environment, seeking the well-being, safety, hygiene and health, supporting the ethical behavior and assuring the fair treatment of its collaborators. 

In the same manner, its commitment is to guarantee that personal information, including medical and benefits, are restricted to the employee himself and the personnel responsible for saving, maintaining and treating this information.

The Administration encourages the permanent dialogue with employees seeking to deepen and disseminate the ethical principles, through programs, training materials and other resources, and assures that the systems, policies and operational and administrative procedures that are adopted are in accordance to the ethical directives of the BNDES.

In its relations with society, the Institution, anchored on ethical conduct, supports the activities that stimulate citizenry and the development of ethical values.

It is fundamental, for the improvement of the ethical commitment, that the Code's norms are also applied to the public servant or employee of the public company or mixed capital corporation, required to offer services to the BNDES System, to employees of the service providing companies of a permanent, temporary or exceptional nature.

The "Fundação de Assistência e Previdência Social do BNDES" [Social Assistance and Welfare Foundation of the BNDES] - FAPES and the "Condomínio do Edifício de Serviços do Rio de Janeiro" [Services Building Condominium in Rio de Janeiro] - EDSERJ should, similarly, recommend that their employees adhere to the norms of the Code. 

The BNDES Code of Ethics, presented above, also consists of, at the same time, an individual, collective and institutional commitment.
