BNDES publishes 2008 invitation for destining R$ 12 million to the cinema sector
· Open to projects for Production and Post-Production of Brazilian feature-length cinematographic audovisual works, in the Fiction, Animation and Documentary categories.
The BNDES System, integrated by Banco Nacional de Desenvolvimento Econômico e Social - BNDES, Agência Especial de Financiamento Industrial [Special Industrial Financing Agency] - FINAME and BNDES Participações S.A. - BNDESPAR, is publishing the Invitation for the 2008 Public Selection of Cinematographic Projects. Sign-up begins next Wednesday, March 19th, and will remain open for 30 days. Proof of sign-up will be the date of postage or the receipt from BNDES's Protocol. In order to sign up for the project, the proponent must fill out and send the Sign-Up Form, via internet and within the deadline. Alternatively, the material can be mailed by conventional post (SEDEX or equivalent), or handed in directly at BNDES's Protocol, together with the documents described in the Invitation and available in the Bank's portal, www.bndes.gov..br.
Resources of up to R$ 12 million will be invested in the Production and Post-Production of Brazilian feature-length cinematographic audiovisual works produced by independent Brazilian audiovisual production companies, in the Fiction, Animation and Documentary categories.
In order to participate, the projects must have been approved by Agência Nacional de Cinema [National Cinema Agency] - ANCINE and must already be registered (or have a registration protocol) with Comissão de Valores Mobiliários [Securities and Exchange Commission] - CVM. for the issuance and distribution of Audiovisual Investment Certificates
Projects already receiving support under previous BNDES System invitations, or submitted by producing companies and directors with a bad-debt status at the Bank, will not be accepted.
Projects for animated film productions may receive an amount equal to those awarded to fiction films, which is of R$ 1.5 million. The purpose is to encourage a segment that shows considerable potential for growth in Brazil. Documentaries may receive up to R$ 500 thousand. For finalization projects, fiction films may be awarded up to R$ 750 thousand, and documentaries, R$ 250 thousand.
In selecting the projects, the aspects taken into account will be primarily the following: the screenplay; the resumés of the producing company, director, cast and crew; the adequation of the budget; the funding report; the distribution proposals; and the film's potential for cultural and commercial impact. Following the analysis of these criteria, the projets' regional relevance and diversity of topics will be taken into
account.
Banco Nacional de Desenvolvimento Econômico e Social - BNDES, Agência Especial de Financiamento Industrial - FINAME and BNDES Participações S.A. - BNDESPAR have been supporting
audiovisual activities since 1995, releasing more than R$ 88 million to filmmaking. The budgetary provision is of R$ 12 million per year. The funds come from the investment of tax incentives under the Audiovisual Law.
Early in 2008 BNDES announced the results of the 2007 Cinema Invitation, approving investments in 20 new
films. 182 projects were received by BNDES in 2007. The 20 selections (15 were fiction features, 3 animated features and 2 documentaries), included filmakers well-known in Brazil and abroad, directors with established reputation and newcomers. All had submitted structured projects, and some of these were international co-productions.
In addition to the invitation, BNDES supports cinema through Funcines - funds regulated by CVM and destined for investments in the audiovisual sector (movies and TV), involving all the links in the chain: infrastructure companies, suppliers, distributors, movie exhibitors and producing companies. Another form of financing are the specially created lines for the sector's unique characteristics under Programa de Apoio à Cadeia Produtiva do Audiovisual [Support Program to the Audiovisual Productive Chain] - Procult. BNDES will thus destine approximately R$ 100 million to the sector in 2008
From 1995 to 2007, 304 films received support; most of them (268) were feature films. 12 films supported by the Bank's invitation are expected to be released by the end of this year.
The 2008 Invitation will support up to 18 films - ,2 less than in the past two years. The purpose of this, n step with the changes implemented by BNDES in recent years - amongst which the increase of the maximum amount for each project in various genres and categories - is that the Bank's funds may definitely and effectively support the films' production. The funding cycle for domestic films would thus be shortened, freeing productions from a strenuous effort often taking four or more years. More than half of the films from BNDES´ last two invitations (2005 and 2006) have been released after a period averaging 13 months.
