» BNDES enters agreement with Bahia  government and World Bank to enlarge roads in the state

President Luciano Coutinho signed on Monday, 5, a technical cooperation agreement with Bahia state government to design infrastructure concession projects.

In the same meeting, the first project resulting from the agreement between BNDES, Bahia government and the International Finance Corporation (IFC), the private equity arm of the World Bank, was kicked-off.

Signed by Coutinho, the governor Jacques Wagner and IFC’s director, Andrew Ian Gunther, the agreement sets out the joint activities to develop the studies required for BA-093 highway concession project. Studies include an engineering technical assessment and preparation of request for proposals to define the private concessionaire. 

Located in the North outskirts of Salvador metropolitan region, BA-093 highway consists of 10 road stretches, around 200 km long. The highway links Bahia’s leading industrial centers (Candeias, Camaçari and Aratu Industrial Center), the port terminals of Aratu and Salvador international airport, which will boost exports. Currently, over 50% of Bahia’s GDP runs through BA-093 Highway, which is connected to the federal highway BR 324, linking the metropolitan region of Salvador to the other Brazilian states. 

One of BNDES’ strategic goals is to promote investments to cut down on infrastructure bottlenecks that constrain Brazilian production capacity. BNDES and IFC technicians and also the technicians at the state government will design the concession for the operation, maintenance and enlargement of the highway.

The Brazil PSP Development Program, a multilateral fund integrated by BNDES, IFC and IADB, managed by IFC, will provide financial and technical support to the project. The full process (technical assessment and bidding) will end within 12 months. 

Other road concessions under review at BNDES for bidding are BR 040, which links Rio de Janeiro state to Minas Gerais and extends to Brasília, with expected investments of R$ 2.6 billion; BR 116 MG, which connects Rio de Janeiro to Minas Gerais and extends to Bahia; and BR 381, which links Horizonte to Governador Valadares.
