Purposes
To improve the Oriented and Productive Microcredit Institutions' - IMPO performance, through the strengthening and development of managerial and organizational capacities and abilities, through the transparency of its actions and objectives, purposing the broadening of its reach and reduction of its operational costs; and
To enable to the IMPO the access to specific oriented and productive microcredit technologies, purposing its strengthening, a more efficient performance and its sustainability.
Clients
Agents which make microcredit available - Public Interest Civil Society Organizations - OSCIP and Credit Co-operatives.
Types
of Supported Projects
1. Governability: destined to IMPO that seeks to improve its institutional management and governance system, besides initiating/enhancing a strategic planning process.
2. Regionalization: destined to the decentralization of oriented and productive microcredit operations. The expansion will be planned in great detail and sustainable by the institution.
3. Development of New Products: destined to IMPO that wish to widen its gamut of services offered to clients. The support will be destined to provide structure to these services and, mainly, to stimulate a greater integration between the institution and the traditional financial system, making use of partnerships with local banks.

Investments
information technology: acquisition of hardware and acquisition of computer and communication networks; acquisition and development of software and information systems, including for implementation and access to the Internet;
physical infrastructure: acquisition of furniture and utensils for adaptation of physical spaces, purposing improvements to the facilities to welcome and assist the micro-entrepreneur;
support equipment to the operation: acquisition of operational machinery and equipment, communication equipment and other operational assets;
providing capacity and ability: development of training programs, personnel updating and recycling etc. Capacity and ability must be strictly related to the project objectives and will be limited to 30% of the project's financing amount.

Criteria and Project Analyses
It will be considered subject to support, all projects that are framed under the following criteria:
a. Eligibility
b. Legal framing
c. Technical qualification
Besides complying with items a and b, a minimum of points must be attained on item c, according to the table below:

The analysis will be done based on the points assigned to the framed project and on institution diagnosis, purposing to check the pertinence and relevance of the framed pleads, considering the following performance indicators:
widening of the microcredit offer, measured by the increase in the number of active clients; and
efficiency improvement, measured by the increase in the number of operations by credit agents, without proportional increase in operational costs.
Under the analysis process it will be considered the institution's capacity to mobilize financial resources from other sources and articulation capacity. From a regional stand point, the initiatives that contemplate areas which have been little or not assisted at all by the supplying of micro-financing products and/or considered low income by BNDES'
Dynamization Regional Program - PDR will be prioritized.
BNDES' financial collaboration will be subjected to the existence of budgetary availability under the Support Line to Institutional Development Projects - PDI. Thus, the final choosing of the projects that will receive BNDES' support will follow IMPO's classification, according to Technical Qualification criteria.

The project description must include the presentation of the following items - when applicable:
listings containing data that indicate the assets to be purchased, with its description/discrimination, manufacturer, unit value, as well as other information that might be requested by BNDES;
capacity term of reference that include at least:
1. detailed specification of the work to be performed, its purpose, to whom it is destined to, due dates, number of participants, scheduled goals for each target-audience segment, programmatic content and estimated lecture hours, as well as elaboration conditions defining at every step, the respective amount to be paid;
2. recommendation of the responsible party (and replacement) for the accompaniment of the execution of the contract or consortium during its entire effectiveness, through the evaluation of the service provision, through the liquidation of expenses and through the certification showing fulfillment of the obligation containing of the contract or consortium, which will in turn, approve the payment of each installment; and
3. detailed methodology to be used and the recommendation of the professional profile of the specialists to be hired.
It will only be framed the institutions that present the requested information at due time and quality, protocoled at BNDES up to March 31st, 2007.
It will be eligible to receive this support those IMPO that operate within the BNDES'
Microcredit Programs ambit, given that it will be also accepted those PFI project presented concomitantly with PMC projects up to March 31st, 2007.
The contracting of the Institutional Development Project - PDI will be conditioned to the contracting of operations within the PMC ambit.
