 A. Eligibility
The institutions should present a Previous Consultation to Departamento de Prioridades [DEPRI] - BNDES Planning Area, which will be subsequently addressed to Comitê de Enquadramento e Crédito [CEC], containing:
Project's general implementation schedule, as well as information and documentation supporting the adequacy to standards described in ANNEX I, in conformity with ANNEX II;
The project description should contain a presentation of the following items, if applicable:
1. description of the work, budget, layout, physical and financial schedule, reasoning for the proposed dimensioning;
2. list containing data identifying the goods to be acquired, describing the equipment, manufacturer, value, as well as other information that may be requested by BNDES;
3. reference term for training or qualification, containing at
least:
i. a detailed specification of the work to be performed, its purpose, recipients, deadlines, number of participants, targets programmed for each segment of public, programming contents and estimated workload, as well as execution conditions, defining, at each stage, the respective amount to be
paid;
ii. indication of the person responsible (and its deputy) for monitoring the contract or convention execution during its entire effectiveness, for evaluating the provision of services, paying expenses and certifying the accomplishment of obligations included in the contract or convention, which will approve payment of each
installment;
iii. detailed methodology to be used and indication of professional profile of the experts to be contracted; and
iv. present to BNDES, along with the reasoning, the motive to choose the individual(s) or legal entity(ies) to be contracted for qualification and/or training.
B. Analysis
Once considered eligible, the project will be analyzed by Departamento de Economia Solidária [DESOL] - BNDES Social Inclusion Area, which may request documents and/or complementary information.
The analysis will be made based on a scoring of the eligible project and on the institution's diagnosis, with the purpose of verifying the pertinence and relevance of the eligible requests, taking into consideration the following outcome indicators:
1. Increase in value of production per Brazilian real invested (result of increase in material processed through the incorporation of new pickers, operating improvements, and increase in the value obtained per ton);
2. Generation of jobs.
The quality and promptness of presenting information are essential for the performance and completion of the analysis. It should be noted that proposals not considered eligible will not be subject to analysis. Furthermore, BNDES reserves the right to keep as confidential the number of proposals received and the identification of applicant institutions.
Financeable investments
implementation, expansion, restoration and modernization of physical infrastructure - deposits, coverage for loading and unloading of bundles, kitchen, locker rooms, bathrooms, meeting, training and computer
rooms;
acquisition of equipment to: packaging, individual protection, inspection and outfitting, warehousing and storing, external transport, kitchen, looker room, bathroom and office; and
Technical assistance and qualification of members.
C. Approval
After analysis, the proposals considered adequate by the technical team will be addressed to the Board of BNDES, which will be in charge of the final decision as to the granting of financial support.
In case of confirmation of falseness of any information provided by the cooperative or its legal representatives in the Previous Consultation addressed to BNDES, the due civil and penal sanctions will be applied, and the project will be automatically considered non-eligible for BNDES financial
support.
D. Contracting
The institutions having their requests approved should sign an agreement with BNDES, so that the disbursements may take place in accordance with the schedule forecasted.
