Modernization of Revenue, Tax, Financial and Property Management of the Brazilian States and Federal District Administrations (PMAE)
Purpose

Modernization of Environment State Agencies and Revenue, Tax, Financial and Property Management of the Brazilian States and Federal District Administrations, through the financial support of for the development and implementation of the Digital Booking Public System [SPED], comprising Accounting SPED, Fiscal SPED and Electronic Trade Bill [NFE], and Synchronized Registry

Financeable enterprises and actions

Strengthening of management, normative, operational and technological capacities of Tax Administrations and State Environmental Agencies; 

Development and improvement of Information, Service and Process Systems addressed to compliance with tax and environmental obligations;  

For computerization, including software acquisition and development; 

For the improvement of qualification, training and managerial, technical and operational support; 

For studies and technical counseling of the following nature: organizational, economic/tax, information, evasion and elision tax control, management and collection of government overdue debt; 

Consultancy and studies of organizational nature, information technology and others related to the processes or activities of State Environmental Agencies; 

For the permanent cooperation between Brazilian states, their respective municipalities and the Internal Revenue, in the interchange of experiences, information, registries and simultaneous fiscal audit actions;

Permanent cooperation of State Environmental Agencies among themselves, as well as with other environmental agencies, for interchange of experiences, information, records and integrated action. 


Financeable Items

a) Information and Communication Technology and Computer Equipment: Acquisition of hardware, computer and communication networks, including the acquisition of software and its development and information systems. In case of software acquisition and provision of related services, the standards set up in the PROSOFT Commercialization Program should be complied with;

b) Human Resource Qualification: Courses, seminars, training and employee recycling programs, and the making of technical visits;

c) Specialized Technical Services: Services to supporting/developing project activities, including organization and management systems, register base and information technology;

d) Audit Support Equipment: Acquisition of communication equipment and other operational movable assets;

e) Physical Infrastructure: Adequacy of physical environments, through reform and improvement of operational facilities and assistance to taxpayers and the population in general, including the construction of new facilities, if provably necessary. 


Non-Financeable Items

The following are not subject to financing: infrastructure works and the acquisition of movable assets not directed to the improvement of management efficiency.

Support Modality

Direct

Financing Value

Exceptionally, a minimum value of R$ 1 million is accepted under the direct support modality. The maximum financing values are defined pursuant to the State Sales Tax [ICMS] and the number of enterprises installed in the Brazilian States and the Federal District. Maximum value will be reviewed from 06.30.2008 on, in accordance with the maximum amount authorized by the National Monetary Council [CMN].

Maturity

Total term for the operation may not exceed 96 months, including the maximum grace period term of up to 36 months.


Share Level

. Up to 100% for projects in Northern and Northeastern Low Income Cities or Lower Average Income Cities (within SUDENE’s field of activity);

. Up to 90%, taking into account that:

a) Investments in infrastructure should be of up to 25% (twenty-five per cent) on the total value of the project's financeable items; 

b) Investments in equipment for operation support and auditing should be of up to 20% (twenty per cent) on the total value of the project's financeable items; and

c) The percentage limits foreseen for investments in physical infrastructure and in operation and inspection supporting equipment may be changed, at BNDES discretion, in case of duly justified needs.

Collaterals

Collaterals will be at BNDES' discretion, taking into account the pertinent ruling from the Central Bank of Brazil and BNDES.

General Comments

The applying State shall subject a Project allowing to identify, analyze and monitor in detail actions and physical and financial targets by which it intends to meet the objectives set forth by BNDES.

All projects shall include investments for human resources qualification.

The State shall create a Special Work Group for Management of Modernization to coordinate the elaboration, implementation and monitoring of the whole project, directly linked to the Secretary of Finance or to the Environmental Secretary, comprising a minimum of 50% (fifty per cent) of permanent servants.

Applications for support applications are to be forwarded to BNDES by means of a Guide on Information for Previous Consulting - filled out pursuant to the instructions contained in the Guide on Information for Previous Consulting, and addressed by the State to:
