» Strategic Purposes
Incentive the increase, under a competitive manner, of the production of medical equipment, materials, reagents and devices for diagnosis, hemo-derivatives, immunobiological, chemical intermediaries and vegetable extracts for therapeutic purposes, pharmaceutical active principles and medications for human use, as well as corrected products inserted within the industrial health complex;
Contribute towards the international insertion of national companies of the industrial health complex;
Contribute towards the formation and consolidation of an exporting base in the country;
Induce research, development and local production of medical equipment, materials, reagents and devices for diagnosis, hemo-derivatives, immunobiological, chemical intermediaries and vegetable extracts for therapeutic purposes, pharmaceutical active principles and medications for human use, as well as corrected products inserted within the industrial health complex of strategic interest to the National Health Policy;
Stimulate the dissemination of the innovative activity within the industrial health complex;
Contribute towards the improvement of efficiency and efficacy of public
producers' actions.

Intermediary Purposes
Support investments of companies form the Industrial Health Complex in favor of the construction, expansion and modernization of the productive capacity, as well as in favor of increasing the efficacy of their management and corporate
governance;
Support investments of companies from the Industrial Health Complex in favor of the compliance with the requirements of the national regulatory body - ANVISA - National Sanitary Surveillance Agency, as well as compliance with the requirements of international regulatory bodies and of the World Health Organization
[WHO];
Support the necessary investments for the internationalization of national companies from the Industrial Health Complex, whether through exports, strategic partnerships or fixed investments
abroad;
Support activities that contribute toward the formation and consolidation of a exporting base in the country;
Support under a differentiated manner, the innovative projects of companies from the Industrial Health Complex, in cooperation or not with Technological Scientific Institutions, whether related to radical or incremental
innovations;
Support projects that purpose to contribute towards the construction and consolidation of the health innovation infrastructure in the Country;
Support, through partaking in the risk of the undertaking and/or company, specific innovative projects of national companies from the Industrial Health Complex, which bring together traits of a significant technological challenge and priority to the National Health
Policy;
Support projects from public producers of reagents and devices for diagnosis, hemo-derivatives, immunobiological, chemical intermediaries and vegetable extracts for therapeutic purposes, pharmaceutical active principles and medications for human use that purpose incremental or radical innovations, compliance with requirements of regulatory bodies and implementation of quality assurance and improvement of governance and management mechanisms, always in congruence with the Department of Health priorities.
»Concepts Used Under the ambit of this Program, the following concepts will be
adopted:
Research and development activities (R&D): Encompasses the creative work carried out under a systematic manner with the goal to increase the inventory of knowledge and the use of that inventory of knowledge to predict new
applications.
External R&D Acquisition: encompasses the activities described in the previous item carried out by other organizations (companies or scientific and technological institutions) and purchased by the
Company.
Scientific and Technological Institution [ICT]: public or private non-profit body or entity, which bears in their institutional mission, amongst other things, carry out basic or applied research activities of scientific or technological bearing, including teaching and research entities, among
others.
Innovation: implementation of products (goods or services) or technologically new processes or significantly improved under the Brazilian market
ambit.
Incremental Innovation: existent product or process which performance has been significantly improved within the Brazilian market
ambit.
Radical Innovation: product or process which characteristics, attributes or use differ significantly when compared to already existent products and processes in the Brazilian market. Such innovations may involve radically new technologies or may be based on the combination of existent technologies for new uses.
Strategic Partnership: production and/or commercialization initiatives amongst national companies associated together or with foreign partner company purposing to promote exportation of goods produced exclusively in
Brazil.
Products Inserted on the Industrial Health Complex: medical equipment, materials, reagents and devices for diagnosis, hemo-derivatives, immunobiological, chemical intermediaries and vegetable extracts for therapeutic purposes, pharmaceutical active principles and medications for human use.
