Infrastructure Program for Urban Mobility [Pró-Mob]

» Purpose

Financial support to traffic system actions promoting urban mobility improvement through the implementation of paving and infrastructure projects for municipal collective transportation. 


» Clients

Municipalities with a population equal or over 100,000 inhabitants, pursuant to official statistics published by the Brazilian Institute of Geography and Statistics [IBGE].

» Financeable Items

Investments in:

revitalization of the traffic system infrastructure in degraded areas: street paving, implementation or maintenance of sidewalks, curbs and gutters and the necessary traffic signaling, making possible the population's universal mobility and access with comfort and safety, including, if it is the case, the implementation of bikeways; 

  paving of prioritized traffic systems (collective transport routes in peripheral neighborhoods): implementation of new paving on non-paved streets making part of routes for collective transport services, which project should include the implementation or maintenance of sidewalks, curbs and gutters and the necessary traffic signaling, making possible the population's universal mobility and access with comfort and safety, including, if it is the case, the implementation of bikeways; 

recovery of the degraded traffic system: implementation of maintenance services (trimming and recapping) in streets integrating the route of collective transport services, where paving needs recovery, which project should include the implementation or maintenance of sidewalks, curbs and gutters, and the necessary traffic signaling, making possible the population's universal mobility and access with comfort and safety; 

implementation of terminals, embarking/disembarking stations and shelter for stops: implementation of infrastructure for urban collective transport, such as transport terminals, embarking/disembarking stations and shelter for stops, with the inclusion of needed traffic signaling projects, guaranteeing universal access, as well as the implementation of bicycle parking, where applicable; and 

paving/recovery of municipal vicinal roads: implementation or restoration of municipal vicinal roads connecting districts to government seat, with the needed traffic signaling project, making possible the population's universal mobility and access with comfort and safety, including, if it is the case, the implementation of bikeways. 


» Interest Rate

Financial Cost + Total Fees

Financial Cost: Long Term Interest Rate - TJLP
Total Fees: up to 4% p.a. (four per cent per annum) including the Agent's Fees of up to 3% p.a. (three per cent per annum)


» Share Level

Up to 90% (ninety per cent) of the proposal's estimated total value, of 10% minimum, to be paid up by the municipality as compensation and limited to 200% of the value of transfers from the Economic Domain Intervention Contribution [CIDE], transferred to the municipality in the base year 2004. 


» Maturity

Up to twenty-four (24) months.


» Amortization

Repayment of operations will be made quarterly. Interests will be paid jointly with the repayment installments. 


» Special Conditions

Beneficiaries should present previously their financing proposals, for eligibility and selection purposes, to the Ministry of Cities, in accordance with the Program's objectives, with priority given to proposals meeting the provisions under Normative Instruction no. 24, of 08/23/2005, of the Ministry of Cities and the standards below: 

highest number of persons benefited; 
improvement in the collective transport service offered; 
integration of the region or road contemplated by the other means of transport (motor-driven and non-motor-driven), providing universal access to users; and 
higher compensation.

The Ministry of Cities will be in charge of making the eligibility of the projects, upon a previous public selection process, in accordance with the objective standards specified at the Normative Instruction referred to above. 

It is not permitted to contract credit operations which consultation letters have not been presented in the ambit of the Public Selection Process, regulated by the Ministry of Cities, or which, once presented, have not been approved at the institutional analysis. 

Only operations previously approved by the National Treasury Secretariat [STN] of the Ministry of Finance may be contracted. 


» Collaterals

Assignment, as a reserve for means of payment, of revenues specifically coming from CIDE transfers to the municipality. 


» Effectiveness

06/30/2008.

Obs.: Program with effectiveness time expired. Its continuity, with eventual alterations, is being studied by BNDES.


» Addressing

Go to the beneficiary's preferred accredited financial institution, which will inform the needed documentation, analyze the possibility of credit granting and negotiate the collaterals. After approval by the institution, the operation will be addressed for confirmation and subsequent release of funds by BNDES.
