Roads Intervention Program [PROVIAS]

» Purpose

Contracting of credit operations for the acquisition of new national machinery and equipment, produced in Brazil and accredited by BNDES, destined to interventions on public streets, highways and roads.



» Financeable Items

Roadway machinery and equipment for paving: track tractor, wheel tractor (moto scraper), wheel loader, hydraulic shovel, front-end loader, motor grader, backhoe, steamroller, mobile asphalt plant, soil compactor, soil dryer, asphalt milling machine, asphalt vibratory finishing machine, asphalt spread machine, asphalt distributor, floor cutter; 

Truck chassis: light truck, medium truck, heavy truck, tractor truck; and 

Truck bodies: bulk carrier, dry cargo, aluminum body, platform, concrete mixer, tanks, containers, cold storage, skip loader, garbage compactor, vehicle transport, dump truck, aluminum; and

Tractors: provided that these are customized for road intervention activities.


When accrediting the product, BNDES verifies only the manufacturer's productive process. Thus, the product accrediting with BNDES does not commit the institution to any responsibility for problems related to quality and/or operating technical performance of the related property.

Up to 54 months, including up to six-month grace period.



» Collaterals 

Negotiated between the financial institution and the client. 

It will not be accepted as guarantee the constitution of pledge on credit rights arising from financial investment.

» Limits of Financing 

To municipalities up to 50,000 (fifty thousand) inhabitants, up to R$ 1,250,000.00 (one million, two hundred and fifty Brazilian reais), per municipality; 

To municipalities over 50,000 (fifty thousand) inhabitants, up to R$ 3,000,000.00 (three million Brazilian reais), per municipality. 

Note: It should be taken into consideration the population disclosed for official statistics by the Brazilian Institute of Geography and Statistics [IBGE] up 'til 03.31.2008.



» Effectiveness 

It can be accepted the financial requests contracted until 12.31.2009, observed the budget limit established by the Program.

The documents for qualification must be filed in BNDES on May 12, 2008 through May 16, 2008.

For contracts up to December 31, 2009, financing applications must be filed in BNDES, for approval, up to December 18, 2009.



» Addressing 

Go to the accredited financial institution, bearing the technical specification (budget or technical-commercial proposal) of the property to be financed. The institution will inform you the documentation needed, analyze the credit granting possibility and negotiate the guarantees. After the institution grants approval, the facility will be submitted for official approval and further release of funding by BNDES.

Should all requirements be met, BNDES will issue an Eligibility Term authorizing the remittance of the operation documentation to the National Treasury Department [STN], Ministry of Finance, under the provisions of the Complementary Law no. 101, of 05.04.2000, and Senate Resolutions numbers 40/2001 and 43/2001.
