Nature and Purpose

Constituted with part of BNDES's annual profits, it supports social nature projects on the areas of: job and income generation, urban services, health, education and sports, justice, nutrition, dwelling, environment, rural development and other connected to regional and social development, and of cultural nature.



Application of Funds

The non-reimbursable funds will be intended to fixed investments of specific projects, allowing a portion for training courses and pre-operational expenses, as well as working capital items related to the investment and specialized technical services, provided that these are covered by the Technical Cooperation Agreements, signed by BNDES and a Strategic Partner, aiming to implement sustainable production activities, with special attention to the less developed regions of Brazil. Applicants to the fund must:

Act focusing the territorial bases presenting higher needs and/or potentialities, in accordance with the standards to be defined by BNDES, using the BNDES Geographical Information System [GeoBNDES] as an operating support instrument;

Prioritize projects that operate under an intersectorial and interinstitutional form, aiming at extending the impact of actions supported on life conditions of the benefited populations;

Contribute to the supplementation of regional and social development policies for low-income areas, through supporting actions of such policies; 

Work on the modernization of design, implementation, monitoring and assessment of social and environmental programs and projects; and

Make viable the extension of institutional partnerships and of BNDES operating scope in the Brazilian social policy.

Financial and non-financial compensation will be required, in accordance with the type of project eligible for support.



Clients

domestic legal entities and nonprofit entities, governmental or private, which present operations that may be qualified to the projects eligible for support;

legal entities with profit purposes, exclusively in projects eligible for support under section I, letters "d", "e" and "j".



Eligible Projetcs

Projects consisting in key and relevant elements for the design and implementation of regional, social and environmental programs and projects, with the following purposes:

a) formation and consolidation to serve population in low-income areas, organized as Service Networks and Social Care;

b) convergence to priority Federal Programs destined to basic social sectors and territories with low level of relative development and extreme poverty regions;

c) institutional development and management modernization, through syndicated actions among small municipalities, destined to support the formation of networks aiming at providing common use services;

d) institutional development direct or indirectly conducted to the Microcredit Program [PMC] transferring agents;

e) strengthening of productive gatherings, upon financing of collective equipment;

f) implementation of urban equipment for basic social sectors, in low-income areas, complementarily to urban integrated projects supported by BNDES;

g) structuring of local and regional economies in touristic centers, for job and income generation, around activities for preserving and exploring the historical and cultural property;

h) preservation of scientific and technological property, as well as valuation of industrial and transport historical property, when connected to the implementation or modernization of technical and science museums;

i) development, disclosure and reapplication of social technologies improving public policies; 

j) improvement to self-managing companies supported by BNDES; and

k) Environment recovery, conservation and protection projects.

Once the above objectives are accomplished, other projects, through selective process or programs, to be created by BNDES for specific usage of the Social Fund's resources may be qualified,  for which the Bank will provide information.

Addressing

The requests for support, accompanied by a Guide on Information for Previous Consulting including the following information:

identification, purpose, applicant's background and qualification;

joints and agreements with other public or private institutions;

current situation (taken care population, available resources, expenses and source of resources);

strategy of sustainability of the institution;

objectives, target market and description of project's social benefits;

detailed budget, indicating the nature and composition of expenses;

civil work blueprints and specification of materials and equipment to be acquired;

schedule of expenses;

verification of resource availability related to the share of expenses that are not covered by the financing requested from the Bank;

legal aspects, including the requesting party's contracting capability; 

other relevant aspects, in accordance with the project's characteristics.
