Highlights:

Privatization of two new sanitation blocks in Alagoas


BNDES will follow up on the structuring of concessions in sanitation in the State of Alagoas, aiming to improve and expand the services provided to about 2.2 million people. The second phase can include up to 88 municipalities and its notice is expected for the end of 2021.

In this project, the concession of water and sewage is divided into two groups. The first (block B) covers the regions of the hinterland and part of the rural region of the state, comprising 48 municipalities. Block C includes 40 other municipalities in the eastern regions and also part of the rural region. The expansion of sanitation services to the state is expected to benefit 60% of the population of Alagoas.

Pipeline progress:

Sanitation concession in Porto Alegre


A public hearing was held on February 25th, 2021, for the concession of water and sewage services in the Municipality of Porto Alegre, in the State of Rio Grande do Sul. This project has been in public consultation phase since December 2020 and will have a 35-year term, serving 1.5 million people, with an estimated investment of R$ 2.2 billion.

Codesa: public hearing


The public consultation on the 35-year concession of the Organized Ports of Vitória and Barra do Riacho, opened since December 2020, culminated in a public hearing on February 4th, 2021. The project, first of its kind in Brazil, aims to transfer the activities carried out by Companhia Docas do Espírito Santo (Codesa), the port’s current manager, to private partners. The bidding notice is expected to be published on the 3rd quarter of 2021 and the auction is scheduled to take place on the 4th quarter of the same year.

Public hearing of street lighting of Curitiba (PR) 


After public consultation, open since December 2020, the Municipality of Curitiba in the State of Paraná conducted public hearing for the city lighting project on January 26th, 2021. The project is being structured in PPP format and foresees investments of more than R$ 300 million over the 23 years of the contract. The final bidding documents are expected to be released on the 2nd quarter of 2021.

Technical visits for the RJ sanitation concession


Following the launch of the tender to grant the sanitation service in the State of Rio de Janeiro currently provided by Cedae, investors have the opportunity to visit the company’s sites. The technical visits can be held up to fifteen business days before the commercial proposal submission deadline, scheduled for April 27th 2021. Requests can be sent by e-mail to: licitacao@casacivil.rj.gov.br. The auction will be held on April 30th, 2021. Expected investments amount to about R$ 30 billion, in addition to grant payment of around R$ 10,6 billion.

BNDES Project Factory: In a recent interview on the plans for the Project Factory in 2021, Pedro Bruno Barros, advisor to Abdib[1] and Head of Government and Institutional Relations of BNDES, highlighted the 122 projects in the Bank’s portfolio and the expected amount of R$ 220 billion in investments in areas such as transport, sanitation and energy. The governments are supported end-to-end, from conception, prior analyses and studies to attracting investors to the auction. Pedro also commented on the structuring of park and forest exploration concessions, which BNDES is currently developing, with deliveries scheduled for later this year.
