BNDES approves R$ 1.2 billion bridge loan for investments into Guarulhos airport

The BNDES has approved a bridge loan in the amount of R$ 1.2 billion to develop the Project to expand, modernize and explore the Guarulhos International Airport, in the state of São Paulo. The concession for the project was auctioned by the National Civil Aviation Agency (Anac) in February this year. The loan is the Bank’s first within the scope of the federal government’s concession program in the airport sector.

The bridge loan is earmarked for initial investments into the project, prior to the long-term financing is finalized. The operation was approved for the Guarulhos International Airport Concessionaire, the Special Purpose Company (SPC), which includes the consortium comprising Investments and Participation in Infrastructure (Invepar), Airports Company South Africa Limited (ACSA), and the Brazilian Airport Infrastructure Company (Infraero). 

The projects encompasses constructing new passenger and cargo terminals, expanding aircraft yards, runways and vehicle parking lots, building hangars, adjusting the airport to meet the growing demand and to meet the standards expected in the concession.

The project also includes building a new heliport in a different position to the current one, aimed at reducing or eliminating interference caused by crossroads on the runways.

Also on the list are repair works and geometric adjustments to runway tarmacs and for large-capacity airplanes.

The minimum goals sought by the project, between 2014 and 2022 (the final year of the concession) are stated in the concession agreement, including both the construction terms and the parameters of the quality of service.

During Works some 4,500 indirect jobs are expected to be generated. The number of airport staff is expected to reach 2,100 jobs in the same period.

The BNDES has a recurring profit of BRL 1.7 billion in the first quarter
Net income, which is influenced by extraordinary events such as Petrobras dividends and reversal of provision for credit risk, was BRL 4 bn. Recurring income comes mainly from the lower average balance of Treasury - mainly due to early settlements to the Treasury in the 4th quarter/22. Disbursements totaled BRL 19.1 billion, compared to BRL 14.8 billion in the 1st quarter of 22 Default remained at a low level: 0.06%.
